Alabama Issues Public School and College Authority (PSCA) Bonds
Department of Finance:
10/26/2017 - The Public School and College Authority (PSCA) finalized the sale of $18.4 million of capital improvement pool bonds on Wednesday, announced State Finance Director Clinton Carter. Proceeds from the sale will provide school loans to the local boards of education for Bessemer City Schools, DeKalb County Schools, Franklin County Schools, Gadsden City Schools, Leeds City Schools, Midfield City Schools, Trussville City Schools and Tuscumbia City Schools.

Marty Redden Appointed as Director of State Business Systems
Department of Finance:
10/24/2017 - Alabama State Finance Director Clinton Carter has appointed Marty Redden to the position of director of State Business Systems. In this capacity, Redden will provide administration and support of the state’s financial, accounting, and personnel systems. The State Business Systems Division is a cross-discipline unit that supports and works to improve state-wide business processes.

9/20/2017 - Mayte Garrett was recently appointed as the Director of Leasing Management for the Department of Finance at the State of Alabama. In this position, Garrett is charged with developing and implementing leasing standards and managing real estate transactions for various statewide departments and agencies.

Governor Ivey Announces New State Comptroller; First Woman to Hold the Position
in State’s History

8/2/2017 - Governor Kay Ivey on Wednesday praised the Alabama Department of Finance and State Finance Director Clinton Carter for selecting Dr. Kathleen D. Baxter as the state comptroller and first woman to hold the position. Prior to the appointment, Dr. Baxter served as deputy state comptroller and as the acting state comptroller from January to July 2017. The state comptroller serves as the chief accountant in state government and is responsible for maintaining fiscal accounts, ordering payments into and out of state funds, and preparing state financial reports.

Finance Director Names John Montgomery as Finance Legal Advisor
Department of Finance:
7/20/2017 - State Finance Director Clinton Carter announced the appointment of John Montgomery to the Legal Division of the Department of Finance. Montgomery is responsible for advising the Director of Finance on all legal matters. Montgomery recently retired from active duty service as a judge advocate in the United States Air Force.

The Alabama Economic Settlement Authority Issues $628.7 Million in Bonds Backed by Payments from BP Oil Settlement

12/2/2016 - The Alabama Economic Settlement Authority met November 28, 2016 and approved the issuance of $628.7 million in bonds. This bond issue securitizes a series of payments by BP Exploration and Production, Inc. and its affiliates as part of a settlement with Alabama following the 2010 Deepwater Horizon oil spill. More than 3 million barrels of oil were spilled into the Gulf of Mexico which required the largest containment, cleanup and ongoing restoration effort in the history of the United States. In the midst of a recession, the oil spill devastated the fishing, both recreational and commercial, and tourism economies of Alabama and its coastal neighbors.
